The day has come! Following the #EuropeanParliament's ENVI Committee's recommendation, the full Parliament has now voted on the Carbon Removal Certification Framework (#CRCF) in todayās plenary session. The draft, which received considerable backing from the major parties in the ENVI Committee, has just been subjected to a crucial plenary vote, with 448 Yes and 65 No votes (114 abstentions).
š What was voted on: The plenary scrutinized the final compromise amendments which, despite significant positive developments compared to the original Commission draft, still adhere to narrow definitions of carbon removal and permanent storage. This limitation potentially restricts the scope of eligible technologies under the CRCF.
š¢ Our demands remain clear: We persist in advocating for a technology-neutral stance in the CRCF. This is essential to foster innovation and to reduce the risks of not meeting our ambitious climate targets. The current approach, unfortunately, may exclude a significant portion of potential carbon removal solutions, from enhanced rock weathering (#ERW), to biochar carbon removal (#BCR), to ocean CDR.
š Looking ahead: next steps
Council vote: The European Council adopted its position for the trilogue last week. In the negotiations, we anticipate a more open approach towards technology inclusivity.
Trilogue discussions: Subsequent trilogues between the European Parliament, Council, and Commission will start on November 28th. These discussions will determine the final shape of the CRCF, balancing legislative perspectives and hopefully aligning closer with our calls for broader technology inclusion.
