Colorado is another leading state in carbon management with a comprehensive climate strategy that couples ambitious emissions reduction goals with a clear focus on carbon management.
What is Colorado’s climate policy framework?
🎯 In 2021, CO released its climate targets roadmap for reducing greenhouse gasses (#GHG) 26% by 2025, 50% by 2030 and 90% by 2050 from 2005 levels. A new bill SB23-016 introduced by Chris Hansen, Karen McCormick DVM, and Emily Sirota seeks to increase these to a 65% reduction goal for 2035, 75% for 2040, and 100% for 2050 compared to 2005 levels.
💫 Representative Ruby Dickson along with State Senators Hansen and Kevin Priola introduced HB23-1210 to create a #carbonmanagement roadmap that aims to position CO as a national leader in the field. The bill, passed last month, is part of a broader package unveiled by Colorado Democrats to meet the state’s climate goals.
What types of carbon dioxide removal (#CDR) technologies is Colorado looking at?
🪨 While the state’s primary focus so far seems to be on #CCUS, there are projects and legislation on a variety of methods including #biochar. Bill HB23-1069 on studying the use of biochar in plugging oil and gas wells and the Orphan Well Remediation Act was signed last month by Governor Polis.
🌪 Global Thermostat unveiled a new demonstration system at its Brighton HQ which claims to be the largest operating direct air capture (#DAC) plant in the US and the second largest in the world. Laudable, yet it is venting the CO2 it captures from the air back to the atmosphere, a questionable practice.
💸 Boulder is part of the 4 Corners Carbon Removal Coalition (co-launched with The OpenAir Collective), which is a platform publishing local CDR projects and contractors. For their inaugural campaign they are catalyzing the integration of CDR and concrete with innovation grants.
State policymakers are taking major strides in integrating carbon management into Colorado’s state legislation, which I believe spells optimism for climate policy progress in the US. State-level policies are key for putting pressure on national legislation, and Colorado’s commitment to carbon management is yet another necessary example of a US state handling the climate crisis with the severity it needs to.
